In this week's Club Communications you'll find reminders on the Player Payment Declaration forms and Club Funding Models, which both have deadlines for tomorrow. Plus, we issue information on HMRC property in trust and Club Accident Proposal Forms. |
Player Payment Declaration - deadline for all clubs tomorrow |
In accordance with SDR 4.1, all member clubs must provide a signed Annual Declaration Form in respect of each Season.
Clubs providing player Benefits (as defined in SDR 4.1) must also provide an Annual Listing of Player Benefits.
The Declaration and Player Listing Forms for season 2021/22 cover the period 1 July 2021 to 30 June 2022.
The forms for this MUST be submitted by close of play tomorrow - 31 August 2022 - and should be submitted by ALL members clubs.

Club Investment Fund & Developing Clubs Investment Programme deadline tomorrow |
The deadline for the Club Investment Fund and Developing Clubs Investment programme is tomorrow, Wednesday 31 August.
If your club wishes to apply for either of these funds please ensure that the acceptance from is signed and returned to the Rugby Development Department at rugbydevelopmentadmin@sru.org.uk.

Does your club hold any property “in trust”?
HMRC has introduced a trust registration system following a change in anti-money laundering legislation. Following new EU Anti-Money Laundering regulations and as part of increasing demands globally for transparency, most UK trusts and some foreign trusts are required to maintain details of their beneficial owners, including trustees.
Most sports clubs are unincorporated organisations and so these changes will be unlikely to affect those. However, certain clubs may include a provision within their constitution that provides for any property of the club to be held “in trust” by certain individuals or “property trustees”.
Any sports clubs holding property “in trust” will need to register with HMRC via the Trust Registration Service (TRS) and the deadline for doing this is 1 September 2022. This new rule applies whether or not the club pays tax.

Club Accident Insurance Proposal Form |
Other than in the limited circumstances set out in SDR 23 (Insurance), it is compulsory for all member clubs to participate in the Club Accident Insurance Scheme. This provides free catastrophic injury cover to those playing for an insured team.
The Club Accident Insurance process has now moved to SCRUMS. In order to complete your club’s 2022/23 Proposal Form, please log in to SCRUMS and follow the steps below.
- Click on ‘MY CLUB / SCHOOL’ on the left hand menu.
- Click on the ‘CLUB INSURANCE’ button in the top right of this screen.
- This page contains the button to open the form as well as other supporting documentation.
- Click on ‘Personal Accident Insurance Proposal Form 2022/23’ to open the form.
Temporary Disablement Cover payments can now be made using card on SCRUMS, or by bank transfer (please ensure the club name is listed on the reference number if paying by bank transfer). Payment instructions can be found on the application.
Please note, only those with Administrator access for your club will be able to view this section of SCRUMS. If you need assistance with SCRUMS access please contact scrums@sru.org.uk.
All clubs need to complete the Proposal Form for the new season by no later than 15 September 2022. |
